Pesticides Management Bill, 2020 will hurt farmers’ livelihood, say experts

 Experts call for wider consultations on the bill and for it to be placed before a select committee

The Pesticides Management Bill (PMB), 2020 — introduced in the Rajya Sabha on March 23, 2020 to replace The Insecticides Act, 1968 — will have a far-reaching impact on Indian agriculture and famers’ livelihood if it is passed in the current form, experts said.

The Insecticides Act, 1968 currently governs the registration, manufacturing, export, sale and use of pesticides in India. It will come up for discussion in the upcoming Monsoon Session of Parliament that starts on September 14.

PMB, 2020 would not allow the manufacture and export of pesticides not registered for use in India even if these are approved in other countries.

Experts said PMB should allow Indian entities to manufacture and export these pesticides, which would help generate employment opportunities and earn foreign exchange.

PMB, 2020 does not reflect the government’s repeated emphasis on the need for doubling farmer’s income by 2022, said Krishan Bir Singh Chaudhary, president, Bharat Krishak Samaj, a farmers’ forum.  

“The demands presented by the Ashok Dalwai Committee, constituted in 2018 to promote domestic and indigenous industries and agricultural exports from India, are missing from PMB, 2020. In fact, the committee had recommended reduction in import and dependence on imported formulations. The present PMB, however, will increase the import of formulations and will damage the export of agro-chemicals,” he added.

Chaudhary said Emamectin Benzoate used in cotton farming was initially imported and sold for Rs 10,000 per kg by a multinational. “Subsequently, three years later, the same product was manufactured by domestic companies, and sold at Rs 3,500 / kg. So if the imported formulations are to be encouraged then how will a farmer survive,” he said.

He was speaking at a press briefing organised by Crop Care Federation of India (CCFI) on the issue.

One of the provisions in the bill gives powers to Registration Committee (RC) to subjectively review registration of a pesticide and then suspend, cancel or even ban its usage.

“This would be done without any scientific evaluation,” said Ajit Kumar, Chairman (Technical Committee), CCFI. He called for an independent regulator to oversee the RC’s decisions.

“Such scenarios can disrupt Indian farmers’ functioning and productivity. The well-being of India’s farmers and its food security goal is inextricably linked with the timely use of crop protection products,” he said.

He added that pesticides have helped farmers safeguard their crops against a plethora of pest attacks, most importantly during the recent locust swarm invasion across various parts of the country.

“Had farmers not used pesticides in time, their crops would have been devastated and their income jeopardised. PMB 2020 needs to consider these issues and review certain provisions that will impact the availability and accessibility of pesticides,” he said.

Both experts called for wider consultations on the bill and for it to be placed before a select committee.

“This is imperative if India seeks to be atmanirbhar (self-reliant) as a credible manufacturer and supplier of pesticides to the world while promoting food security objectives and generating employment opportunities for its people,” said Kumar.

 Talking about another provision in the bill that provides for re-registration of pesticides already registered under the erstwhile 1968 Act, Kumar says that it will bring instability in the pesticides industry.

He added:

“PMB mandates that such registrations will only be valid for two years after the bill comes into force. During this time, the manufacturer needs to apply and obtain fresh registration from the RC, only then can they manufacture and sell the product beyond two years. This provision will introduce instability in the pesticides industry and also impact Indian agriculture badly as several products required by farmers may not be available because the RC may have failed in or denied the granting of registrations in time.” 

He added that the Bill should provide for each registration granted under the 1968 Act to be deemed approved under PMB without the limited two-year timeframe.

Radcliffe line: History, facts about the boundary line between India and Pakistan

Cyril Radcliffe worked on the boundary line using census reports and some maps. He and his team demarcated the border on the basis of religious demography. They also gave weightage to factors such as strategic roads and irrigation patterns.

The boundary demarcation line between India and Pakistan known as the Radcliffe Line came into force on 17 August 1947. The boundary line is named after Sir Cyril Radcliffe the man who had the thankless job of drawing the lines of Partition to carve out Muslim majority Pakistan from India.



Sir Cyril Radcliffe was appointed as the joint chairman of the two boundary commissions for the two provinces. He was bestowed with the responsibility to equitably divide 175,000 square miles of territory between both the countries.

The demarcation line was finalized 12 August 1947, three days prior to the independence of India but it was published on two days after Partition, that is 17 August 1947. The western side of the Radcliffe Line still serves as the Indo-Pakistani border and the eastern side serves as the India-Bangladesh border.

The man was sent in peak summer to India. For the most part of the one month plus that he had at disposal to draw the lines, he was in the Viceroy's Lodge at Shimla. The table he worked at still survives.

Cyril Radcliffe was given just one month time to execute the job after his arrival in India on July 8, 1947. However, Cyril Radcliffe worked on the boundary line using census reports and some maps. He and his team demarcated the border on the basis of religious demography. They also gave weightage to factors such as strategic roads and irrigation patterns.

The commission led by Sir Cyril Radcliffe was instructed to demarcate the boundaries of the two parts of the Punjab on the basis of ascertaining the contiguous majority areas of Muslims and non-Muslims. However, some other factors like natural boundaries, communications, watercourses and irrigation systems, as well as socio-political considerations, were also kept in concern.

The task became difficult because Cyril Radcliffe and his team were all lawyers by profession with no specialized knowledge needed for the task. They also had no advisers to inform them of the well-established procedures and information needed to draw a boundary. The short time duration did not even give them time to gather the survey and regional information.

Both the Muslim League and Indian National Congress had put forward their demand before the boundary division was finalized. However, both countries won some, lost some. Communal riots were at their peak after the official announcement of the Radcliffe line in India in the year 1947.

Engineer’s Day 2020: The country celebrates Engineer’s Day on September 15 to appreciate the contributions of eminent engineer Mokshagundam Visvesvaraya who was born on September 15, 1861 in a village called Muddenahalli in Karnataka. He had studied Bachelor of Arts (BA) from the University of Madras and pursued civil engineering at the College of Science in Pune.


Visvesvaraya’s career spanned over 34 years with his first job as an assistant engineer in the Public Works Department of the Government of Bombay. He later joined the Mysore service as chief engineer and had contributed to several technical projects in Hyderabad, Mysore, Maharashtra and Odisha.


Among some of his contributions include the block system of irrigation in the Deccan canals in 1899, irrigation system with water floodgates at the Khadakvasla reservoir. The irrigation system was later installed at Gwalior’s Tigra Dam and Mysuru’s Krishnaraja Sagara (KRS) dam, the latter of which created one of the largest reservoirs in Asia at the time.

He took voluntary retirement from state service in 1918, over his disagreement with the proposal to set aside state jobs for the “non- brahmin” community.


Apart from his contributions in the field of engineering, he was also called the “precursor of economic planning in India”, according to the Institution of Engineers India (IEI). His books, “Reconstructing India” and “Planned Economy of India” were published in 1920 and 1934, respectively. He was awarded knight in 1915 while serving as the Diwan of Mysore, and received Bharat Ratna in 1955.

The eminent engineer Mokshagundam Visvesvaraya breathed his last in 1962.

नई दिल्ली, साइन्स अकादमी डेस्क। Hindi Diwas 2020: 14 सितंबर 1949 को संविधान सभा में एक मत से हिंदी को राजभाषा घोषित किया गया था और इसके बाद से हर साल 14 सितंबर को हिंदी दिवस के रूप में मनाया जाने लगा।

हिंदी भाषी क्षेत्रों में भी आजकल अंग्रेजी हावी होती जा रही है। आज हम हिंदी से ज्यादा अंग्रेजी बोलने में गर्व महसूस करते हैं.। क्यों स्टेज पर नमस्ते की जगह रेस्पेक्टेड एवरीवन ने ले ली है। हिंदी दिवस (14 सितंबर) के मौके पर जानेंगे इन दिन से जुड़ी वो सभी बातें जिसे हर हिंदुस्तानी को जानना चाहिए और इस पर गर्व भी होना चाहिए।

हिंदी दिवस का इतिहास




अंग्रेजी भाषा के बढ़ते चलन और हिंदी की अनदेखी को रोकने के लिए हर साल 14 सितंबर को देशभर में हिंदी दिवस मनाया जाता है।आजादी मिलने के दो साल बाद 14 सितंबर 1949 को संविधान सभा में एक मत से हिंदी को राजभाषा घोषित किया गया था और इसके बाद से हर साल 14 सितंबर को हिंदी दिवस के रूप में मनाया जाने लगा। दरअसल 14 सितम्बर 1949 को हिन्दी के पुरोधा व्यौहार राजेन्द्र सिंहा का 50-वां जन्मदिन था, जिन्होंने हिन्दी को राष्ट्रभाषा बनाने के लिए बहुत लंबा संघर्ष किया । स्वतंत्रता प्राप्ति के बाद हिन्दी को राष्ट्रभाषा के रूप में स्थापित करवाने के लिए काका कालेलकर, मैथिलीशरण गुप्त, हजारीप्रसाद द्विवेदी, महादेवी वर्मा, सेठ गोविन्ददास आदि साहित्यकारों को साथ लेकर व्यौहार राजेन्द्र सिंहा ने अथक प्रयास किए। इसके चलते उन्होंने दक्षिण भारत की कई यात्राएं भी कीं और लोगों को मनाया।

हिंदी दिवस का महत्व                                                                                                                                    


आजादी के कुछ साल बाद
, भारत की नई चुनी हुई सरकार इस विशाल देश में निवास करने वाले असंख्य भाषाई, सांस्कृतिक और धार्मिक समूहों को एक साथ मिलाने का प्रयास कर रही थी। क्योंकि देश के पास स्वयं की कोई राष्ट्र भाषा नहीं थी, इसलिए प्रशासन द्वारा यह निर्णय लिया गया कि हिंदी वह भाषा बन सकती है। यह उस समय एक सरल और बेहतरीन समाधान साबित हुआ।

कई स्कूल, कॉलेज और कार्यालय इस दिन महान उत्साह के साथ मनाते हैं। कई लोग हिंदी भाषा और भारतीय संस्कृति के महत्व के बारे में बात करने के लिए आगे आते हैं। स्कूल हिंदी बहस, हिन्दी दिवस पर कविता और कहानी कहने वाली प्रतियोगिताओं और सांस्कृतिक कार्यक्रमों की मेजबानी करते हैं।

नई दिल्लीसाइन्स अकादमी डेस्क। Hindi Diwas 2020:   हिंदी सिर्फ एक भाषा नहीं बल्कि अपनी बोलियों को मिलाकर एक संस्कृति है जो इसके बोलने वालों में साफतौर से झलकती है।

दुनियाभर में हर छठा इंसान हिंदी बोलता या समझता है। हिंदी दुनिया की उन चुनिंदा भाषाओं में से एक है जिनमें जो लिखा जाता है वही बोला भी जाता है। हिंदी राष्ट्रभाषा तो नहीं है, किंतु राजभाषा है। ये देश के विशाल क्षेत्र को एक सूत्र में बांधने का कार्य तो करती ही है। महात्मा गांधी और नेताजी सुभाषचंद्र बोस भी यही कहते थे।

तो आज हिंदी दिवस के मौके पर इससे जुड़े कुछ मजेदार रोचक तथ्यों के बारे में जानेंगे...

- कविता के रूप में सबसे पहले हिंदी भाषा प्रयोग करने वाले प्रख्यात कवि अमीर खुसरो थे।

- खास बात यह है कि अंग्रेजी में 26 अक्षर की तुलना हिंदी में 52 वर्ण होते हैं। इसमें उच्चारण के आधार पर 45 वर्ण, जिसमें 10 स्वर + 35 व्यंजन होते हैं। लेखन के आधार पर 52 वर्ण, जिसमें 13 स्वर + 35 व्यंजन + 4 संयुक्त व्यंजन होते हैं।

- टाइप राइटर वो भी हिंदी के बाजार में 1930 के दशक में आ गया था। यह हिंदी की बढ़ती लोकप्रियता के कारण ही हुआ है।

- ठाठ भी कम नहीं है हिंदी के। भारत में सबसे ज्यादा बोली जाने वाली भाषा हिंदी है। देश के करीब 77 परसेंट लोग हिंदी बोलते और समझते हैं।




- डोनिका सालाजार, ऑक्सफोर्ड डिक्शनरी की वर्ल्ड इंग्लिश एडिटर के अनुसार अब तक हिंदी भाषा के 900 शब्दों को डिक्शनरी में जगह मिल चुकी है।

- ढाई लाख से ज्यादा है हिंदी शब्दकोश में शब्दों की संख्या। एक-एक वस्तु, कार्य, भाव आदि को व्यक्त करने के लिए सैकड़ों शब्द है।

- ण से किसी शब्द की शुरुआती नहीं होती है। लेकिन इसमें मात्रा लगाई जा सकती है और इसका प्रयोग अक्षर के मध्य या अंत में किया जाता है। 

- ताकत की बात करें तो वर्ल्ड इकोनॉमिक फोरम द्वारा तैयार पावर लैंग्वेज इंडेक्स के मुताबिक साल 2050 तक हिंदी दुनिया की सबसे ताकतवर भाषाओं में से एक होगी।

- थोड़ी नहीं, बल्कि बहुत समृद्ध है हिंदी भाषा। इसकी पांच उपभाषाएं और कम से कम सोलह बोलियां प्रचलित हैं।

- दुनियाभर में हिंदी का प्रयोग करीब 60 करोड़ से ज्यादा लोग करते हैं। यह दुनिया की सबसे ज्यादा बोली जाने वाली भाषाओं में से एक है।

- ध्वनि प्रधान होती है हिंदी भाषा की लेखनी। शब्दों को उसी तरह लिखा जाता है जैसे बोला जाता है।

- नमस्ते शब्द हिंदी में सबसे ज्यादा उपयोग में लिया जाने वाला शब्द है। ठीक उसी तरह जैसे अंग्रेजी में हेलो शब्द प्रयोग किया जाता है।

- पहली पुस्तक हिंदी भाषा में प्रेम सागर 1805 में प्रकाशित हुई थी जिसे लल्लू लाल ने लिखी थी।

- फारसी शब्द हिंद से ही हिंदी शब्द की उत्पत्ति हुई है जिसका मतलब है 'सिंधु नदी की भूमि'

- बिहार पहला राज्य था जिसने 1881 में हिंदी को आधिकारिक भाषा के रूप में स्वीकार किया था।

- 'भारत-दर्शन' हिंदी पत्रिका इंटरनेट पर विश्व का पहला हिंदी प्रकाशन है। यह 1996-97 में न्यूजीलैंड से प्रकाशित हुई।

- मातृभाषा के रूप में बात करें तो हिंदी 40 परसेंट भारतीयों की मातृभाषा है।

- युवा भारत में यूट्यूब पर 93 परसेंट हिंदी वीडियो देखते हैं। भारतीय युवाओं के स्मार्टफोन में औसतन 32 एप में 8 से 9 हिंदी के हैं।

- राजभाषा का दर्जा हिंदी को 14 नवंबर को संविधान सभा में वोटिंग के बाद मिला। इसी कारण सितंबर को हिंदी दिवस के रूप में मनाया जाता है।

- लगभग दुनिया की 176 विश्वविद्यालय में हिंदी भाषा पढ़ाई जाती है। इतना ही नहीं, अमेरिका के 45 विश्वविद्यालय भी इसमें शामिल है।

- वेब एड्रेस बनाने में 7 भाषाओं का इस्तेमाल होता है और हिंदी भाषा उन्हीं में से एक है। 

- हिंदी का जो शब्द पहली बार ऑक्सफोर्ड की डिक्शनरी में शामिल किया गया वह स्वदेशी था।

- संयुक्त राष्ट्र आम सभा को सबसे पहले 1977 में उस समय के विदेश मंत्री अटल बिहारी वाजपेयी ने हिंदी में संबोधित किया था। 

- ष आज के प्रयोग में कहीं खो सा गया है। इसका उच्चारण दो प्रकार से होता है। कुछ लोग श के समान ही इसका उच्चारण करते हैं और कुछ लोग ख के समान।

- हरि शब्द हिंदी का ऐसा शब्द है जिसके दर्जन से भी ज्यादा मतलब होते हैं। जैसे यमराज, पवन, इंद्र, चंद्र, सूर्य, विष्णु, सिंह, किरण, घोड़ा, तोता, सांप, वानर और मेंढक आदि।

- क्षेत्रीय स्तर की बात करें तो हिंदी बिहार, छत्तीसगढ़, हरियाणा, हिमाचल प्रदेश, झारखंड, मध्य प्रदेश, राजस्थान, उत्तर प्रदेश और उत्तराखंड जैसे राज्यों की आधिकारिक भाषा है।

- त्रिनिदाद, मॉॉरीशस, फिलीपींस, नेपाल, गुयाना, सूरीनाम, तिब्बत और पाकिस्तान में कुछ परिवर्तनों के साथ ही सही लेकिन हिदी बोली और समझी जाती है।

- ज्ञान-विज्ञान की भाषा के रूप में भी हिंदी को पहचान मिली। 2018 में एक सर्वे रिपोर्ट आई कि इंटरनेट की दुनिया में हिंदी ने भारतीय उपभोक्ताओं के बीच अंग्रेजी को पीछे छोड़ दिया है।
